1. (C) Barbados and the Eastern Caribbean remain both
unwilling and unable to support Coalition military action in
Iraq. Representatives of the Barbados Government have
vociferously opposed U.S. action in Iraq, as have other
Eastern Caribbean leaders. Regional governments remain
opposed to actions that occur outside of the United Nations
Security Council's mandate and often fall back on G-77
consensus as a reason for not offering support to the
Coalition.
