Embassy Grenada provides its response for reftel questions in paragraph 2. ¶2. Begin text: SUMMARY: Post consulted with the Royal Grenada Police Force, Ministry of Legal Affairs, Ministry of Labour, and NGOs and has received no reports of any form of Trafficking in Persons (TIP) as defined in reftel. There are no laws in Grenada concerning TIP. End Summary. Para 27 -------------- ¶A. Grenada is neither a country of origin nor a destination point. ¶B. N/A ¶C. Because the government has encountered no trafficking, it is not necessary to expand or increase the police force. ¶D. Although TIP is currently not a problem in Grenada, the police are aware of the potential problem and remain vigilant. The Royal Grenada Police Force (RGPF) avails itself of all training opportunities, including on TIP, as long as they do not have to bear the cost, given their own limited resources. Para 28 -------------- ¶A. No - The Government of Grenada and local NGOs have not uncovered any trafficking and do not consider it a problem here. Embassy is not aware of any alleged TIP activities in Grenada. ¶B. Because Grenada has not discovered any trafficking, there are few specific government agencies selected for anti-trafficking programs: the Police Force's departments of Customs and Immigration are aware of the issue and would report and take action as appropriate. ¶C. No education campaigns specifically on TIP have been instituted. ¶D. The government will support programs to prevent trafficking as the need arises. There are programs not related to TIP, rather to countering sexual harassment, spousal abuse, HIV/AIDS prevention and treatment, etc., that are designed to encourage girls to remain in school. ¶E. Government, NGOs and other relevant organizations work closely together on other issues. Therefore, we expect they will continue to work cooperatively against TIP, should the need arise. ¶F. Immigration controls and monitoring at the only international airport are generally good. No trafficking has been detected. The government's ability to monitor its coasts is limited by an inadequate Coast Guard with only one operational boat. ¶G. No - There is no mechanism for coordination and communication between various agencies because there does not appear to be any trafficking. The government is working to pass general anti-corruption legislation aimed at public officials. The bills received one hearing in parliament in November, but have yet to pass. ¶H. The government does not have a plan. Para 29 -------------- ¶A. Grenada has no laws against trafficking in persons. There are laws against slavery and the exploitation of prostitution, which would fall under the Labour Law of Grenada. ¶B. N/A. ¶C. N/A. BRIDGETOWN 00000268 002 OF 002 ¶D. Penalties under the law for rape or forcible sexual assault range from flogging to 15 years in prison. ¶E. Prostitution is not legal. ¶F. N/A. ¶G. N/A. ¶H. N/A. ¶I. Members of the RGPF have attended training in the past to learn how to identify Trafficking in Persons. Two RGPF attended USG funded training in San Salvador. ¶J. The government will cooperate with other governments with investigations and prosecutions of trafficking cases if asked. ¶K. N/A. ¶L. No. ¶M. N/A. ¶N. N/A. ¶O. Has the government signed, ratified, and/or taken steps to implement the following international instruments? Please provide the date of signature/ratification if appropriate. a. ILO Convention 182 concerning the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labor: Ratified May 14, 2003. b. ILO Convention 29 and 105 on Forced or Compulsory Labor: Ratified July 9, 1979. c. The Optional Protocol to the Convention on the Rights of the Child (CRC) on the Sale of Children, Child Prostitution, and Child Pornography: Not a party to the protocol. d.
