POSSIBLE SURVEILLANCE DETECTED AT USG RESIDENCE

(SBU) On September 1, 2007, between 09:50 to 10:10 hours, a Pol/Off observed possible surveillance at his residence in Bridgetown. ¶2. (SBU) Upon arriving at his residence, the Pol/Off observed a white van (registration XA-4628) parked across the street from his residence. The occupant of the van is described as a Middle Eastern male, approximately 5'08", heavy build, slightly balding with a light gray beard. ¶3. (SBU) When the Pol/Off passed the parked van and pulled into a driveway, the van driver reversed his vehicle, passed the Pol/Off's vehicle, and looked directly at the Pol/Off and his vehicle's license plate. ¶4. (SBU) The Pol/Off recalled seeing this same van and driver, about four to five times in the past three months, parked in the same location (near his residence),and departing the area as soon as the Pol/Off arrived. The Pol/Off noted that each sighting has been on Saturday morning when the family has returned from shopping. ¶5. (SBU) RSO informed the local police of the possible surveillance. The police assigned a squad to monitor the suspect's activities. ¶6. (SBU) On September 10, 2007, Sgt. Michael McClean, Royal Barbados Police Force (RBPF) scheduled a meeting with the Pol/Off and RSO. Sgt. McClean informed that the RBPF has surveilled the subject and identified his residence. The RBPF is working with local immigration authorities to determine the suspect's country of origin and immigration status. The RBPF will pass the suspect's country of origin to the RSO and request RSO assistance to liaise with authorities from the country of origin to verify the suspect's bona fides. ¶7. (C) The suspect is identified as: -- NAME: KAJI, Abkulhai Ahmed -- DOB: 25-Sept-1955 -- POB: Unknown -- BARBADOS ID: 550925-7019 -- ADDRESS: #27 Sheraton Heights, Christ Church, Barbados ¶8. (C) Legat, DEA, and ORA record checks were negative for the suspect. ¶9. (SBU) Post's surveillance detection unit will monitor the Pol/Off's residence over the weekend. Also, the local guard contractor has been asked to increase the roving patrol by the Pol/Off's residence. ¶10. (U) Post will report additional information as appropriate. FISHER
