1. Many Eastern Caribbean countries are still formulating
their delegations to the 62nd UN General Assembly. Eastern
Caribbean delegations will not require interpretation
services. Post also informed all married Heads of Government
of the First Lady's Event on Literacy and Health, September
24, but has not yet received any responses.


2. ANTIGUA & BARBUDA
--------------

Information on the delegation from Antigua and Barbuda is
still pending.


3. BARBADOS
--------------


A. Head of State: Governor General Sir Clifford Straughn
Husbands will not attend.


B. Head of Government:

-- Owen Arthur, Prime Minister

-- Dates to be determined, but he will only attend the
high-level meeting on climate change, September 24. He does
not plan on attending the general debate.

-- It is uncertain if his spouse will attend.


C. Foreign Minister:

-- Dame Billie Miller, Minister for Foreign Affairs and
Foreign Trade

-- Dates to be determined, but FM Miller will head the
delegation at the general debate.


D. Other VIPs:

-- Ambassador Theresa Marshall, Permanent Secretary for
