1. (SBU) Foreign Minister Jan Kubis informed the Ambassador
May 11 that he was very happy with the draft UN Security
Council resolution on Kosovo (ref A),and with the manner in
which it is being distributed in the UNSC. He supports the
content, but does not yet want to be seen signing on to it
for domestic political reasons.
2. (SBU) Kubis said, "The text is good on Ahtisaari," though
Slovakia may suggest a point or two for clarification. Any
statement that PermRep Burian would make in NY would "welcome
the movement forward" and then raise Slovakia's suggestions.
For example, Slovakia would still like to see the
non-precedent language in an operative paragraph instead of
only in the preamble. Slovakia would also like to strengthen
the International Civilian Representative review clause to
include language on the application of standards and to make
a reference to the legitimate needs of Serbs. Kubis did not
make any further reference to other formulations which he
suggested in his May 9 meeting with the Ambassador (ref B).
Kubis told the Ambassador that he had already conveyed his
position to PermRep Burian in New York.
