¶1. (SBU) In response to ref (A) demarche, the Slovak MFA
Human Rights section confirmed its consistent stance against
Belarus gaining a seat on the UNHRC by noting that its
mission in New York will not vote for Belarus on May 17 in
the UNGA. Slovakia had been willing to support a theoretical
Bosnian candidacy (ref B),but now believes it unlikely that
any third candidate will come forward. While Slovakia shares
our concerns about the direction of the UNHRC since its
inception as well as our concerns about Belarus's human
rights record, the Human Rights desk officer did not see how
it would be possible to prevent Belarus from gaining a seat
on the UNHRC.
