¶1. On September 6 Econoff raised reftel issue with Colombian
Ministry of External Relations (MRE) North America Desk
Coordinator Patricia Cortes and delivered non-paper. Cortes
said she would distribute non-paper to appropriate GOC
agencies. On September 17, Cortes told us the Ministry of
Social Protection, Vice-Ministry of Health and Well-being,
should also receive the demarche. Cortes said with the GOC
did not yet have a position on the reftel issue.
¶2. Vice-Minister for Health and Well-being Blanca Cajigas
was unavailable during the week of September 17-21. Post
will deliver the demarche to Cajigas during the week of
September 24-28 and advise on any response.
