¶1. On September 12, the non-paper and proposed additional
language to the budget resolution was delivered to the
Colombian Ministry of External Relations per reftel. On
September 13, the demarche was also hand-delivered to
Fernando Sanclemente, Director General of the GOC's civil
aviation agency. No response is anticipated as Sanclemente
and other GOC participants have departed for the Assembly.
