(SBU) I have reviewed and support the proposed "Kyrgyz
Military Aviation Sustainment Initiative to Improve Airspace
Control Capabilities" which is being submitted for funding
under Section 1206 of the National Defense Authorization Act.
I believe that this Section 1206 Proposal will build foreign
military capacity to conduct counterterrorism operations, and
by improving Kyrgyz air operation capability and air space
control, this initiative will also enhance flight safety for
U.S. and Coalition aircraft operating out of Manas Air Base.
This proposal has been coordinated with Embassy DAO and
CENTCOM.
