SUBJECT: KYRGYZ ATTENDANCE AT TIFA MEETING

1. (U) The Kyrgyz Foreign Ministry notified the Embassy June
26 by diplomatic note that Ambassador Jeenbek Kulubayev,
Director of the Foreign Ministry's International Economic
Cooperation Department, will represent Kyrgyzstan at the
U.S.-Central Asia Trade and Investment Framework Agreement
(TIFA) meeting and related events (reftel). We understand
that senior Ministry of Economic Development and Trade
officials will not be able to travel to Washington due to
their participation in a July 19-20 Millennium Development
Goals forum in Bishkek and ongoing preparations for the
August 16 Shanghai Cooperation Organization (SCO) summit.
2. (U) Kulubayev previously worked as Deputy Minister of
Foreign Affairs and as the SCO's Deputy Executive Secretary.
His prior assignments have focused on Asian affairs. He
speaks some English and Chinese.
3. (U) Embassy would appreciate receiving a listing of agenda
or discussion items in order to help prepare Kulubayev for
his participation in the TIFA meeting. Embassy will also
remind Kulubayev of the request for a case study regarding a
private sector investor in Kyrgyzstan.
