(U) In response to Post's March 16 request for information regarding cash courier regulations (Ref B),the Kyrgyz Ministry of Foreign Affairs sent a diplomatic note April 11 that stated the Kyrgyz Republic takes necessary efforts to prevent the illegal movement of cash or other financial instruments in accordance with UN Convention on the Suppression of Terrorist Financing and the Financial Action Task Force (FATF) Special Recommendation IX on cash couriers. Kyrgyz law places no limit on the amount of cash that can be transported across the border, but it does require customs declaration of amounts exceeding the equivalent of USD 3,000 USD. The Kyrgyz note did not outline any specific measures taken. (Note: Kyrgyzstan acceded to the UN Convention on October 2, 2003. End note.) YOVANOVITCH
