1. (SBU) In December 2006, the Kyrgyz MFA contacted post to
inquire how to subscribe to the Hague Code of Conduct Against
Ballistic Missile Proliferation (HCOC). Post informed the
ministry at that time that Kyrgyzstan could subscribe by
sending a note verbale to the Government of Austria.
2. (SBU) On February 7, PolOff delivered Ref A points on HCOC
to Nurlan Niyazaliyev, Deputy Head of the MFA International
Organizations and Security Issues Department. Niyazaliyev
stated that the Government of Kyrgyzstan was committed to
subscribing to the HCOC and hoped that within the month his
government would be a Subscribing State. He said that, in
the absence of a Kyrgyz Embassy in Vienna, Kyrgyzstan's
representative to the OSCE in Vienna would deliver the note
verbale, utilizing the sample text provided in Ref A.
