(C) Poloff delivered the message and non-paper in reftel on
September 27 to Swiss Department for Economic Affairs (SECO)
Chief of Export Control Policy Erwin Bollinger. SECO Chief
of Dual-Use Export Controls Juergen Boehler participated in
the meeting. Bollinger thanked poloff for the non-paper and
said that he saw "no problems" with the proposal. Echoing
that comment, Boehler remarked only that the reference to an
end-user statement in the "Note" under the proposed change to
"1.A.2", might be seen by some export control experts as
rather subjective, in a field where objective indicators are
preferred.
