1. (SBU) Poloff delivered the points in reftel on December 19
to Kuno Schlaefli, deputy in the MFA's Office of the Special
Envoy for Human Security. Schlaefli thanked poloff for the
information. He said he could not yet provide a substantive
response, but undertook to discuss the matter with other
relevant GOS colleagues, particularly with colleagues at the
Swiss Agency for Development and Cooperation (where Schlaefli
previously worked until several weeks ago).
