1. (S) Global Affairs officer delivered ref demarche January
9 to Ursina Krumpholz, office director of the Economic
Ministry's Foreign Trade Law Division, and her deputy, Ernst
Roeder-Messell, and, in a separate meeting, to Andreas Kauke
in the MFA's Export Control Division. Krumpholz thanked us
for the information. She said that the German Government
considers the USG provision of information concerning the
designations under E.O. 13382 useful. According to her and
Roeder-Messell, the German Government is well aware of the
role that the Scientific Studies and Research Center (SSRC)
plays in Syria's WMD programs. Krumpolz said she will pass
the information to the German federal inter-agency export
control group for investigation. In response to a question
about whether these Syrian entities are already included in
the German Government's Early Warning List for exporters, she
said she will check. (Note: The Economic Ministry's Export
Control Division for Dual-Use Goods for Conventional Weapons
administers the Early Warning List. End Note).
2. (S) Kauke, in the MFA, said he will check his export
control databases to see whether the Syrian entities are
already included. Kauke also said that he will pass the
information to the federal inter-agency export control group
for investigation.
3. (U) Post will report any additional substantive German
response septel.
