GERMAN RESPONSE TO SMALL GROUP PROPOSALS FOR 2007 (C)

2. (C) Global Affairs officer passed ref proposals to German
MFA Export Control Division Desk Officer Ina Schuett March
12. Schuett thanked us for the proposals and quickly
reviewed them. She said that the German Government has been
considering something similar to proposal number 2, which is
to make a confidential MTCR list of "items known to be of
interest and utility to Iran's missile program but not
currently captured by UN Security Council Resolution 1737."
According to Schuett, the German Government would like to
propose within the MCTR the creation of a watch list of items
that merit special scrutiny before being allowed to go to
Iran. Germany's goal is to make this proposal at the April
Reinforced Point of Contact (RPOC) meeting in Paris. While
working on this proposal, Germany is consulting EU members
that are also in the MTCR. Now that Germany has received the
U.S. proposal, it will compare the two and report back to the
USG before the RPOC, Schuett said. Schuett also asked
whether the U.S. delegation plans to convene a Small Group
meeting in advance of or on the margins of the RPOC meeting.
3. (C) Post requests guidance on the U.S. delegation's plans
for a Small Group meeting at the RPOC.
