Schuett said the German Government generally supports the U.S. proposal to modify controls on UAVs and cruise missiles in the MTCR. She said German government experts will continue to review the technical details of U.S. proposal in the run-up to the MTCR Oslo Technical Experts Meeting (TEM) scheduled for later in March. If the German Government would like any technical issues clarified, it will notify the USG prior to the TEM, according to Schuett. ¶2. (C) Schuett said the German Government is exchanging views on the U.S. proposal with other EU-member partners in the MTCR, such as the United Kingdom and France, but has not approached MTCR partners outside the EU, such as Russia. ¶3.
