(C) On October 26, U.S. Embassy Berlin Poloff delivered
points in reftel to Peter Lange, First Secretary for
Caribbean States at the German Foreign Office. Lange
indicated that there will be no change this year in Germany's
position on the annual Cuba Embargo Resolution sponsored by
Cuba. As in previous years, he expects that Germany and
other EU nations will vote for the resolution, despite human
rights concerns. The basis of their vote for the resolution
will be provided in their Explanation of Vote. Lange doubts
Germany will express strong criticism of the human rights
situation in Cuba in its Explanation of Vote, as he believes
it is more appropriate to engage Cuba in dialogue and foster
commercial and cultural exchange programs.
