1. (S) Global Affairs officer delivered reftel demarche and
accompanying photos September 19 to MFA Deputy Office
Director for Export Controls on Non-Conventional Dual Use
Goods Markus Klinger and MFA Desk Officer Wiebke Wacker.
Klinger said he recognized the time-sensitive nature of our
request and undertook to pass the information immediately to
Germany's interagency export control working group, which
includes German Customs authorities, to decide how to
proceed. Klinger said he would report the results of the
interagency consultations and keep us informed of any steps
the German Government takes in this case. Klinger said
German authorities are well aware of the role that Syria's
Scientific Studies and Research Center plays in Syria's
ballistic missile and WMD programs.
