1. (C) Global Affairs officers passed ref U.S. talking points
to German MFA Export Control Division Desk Officer Nancy Reck
August 31. Reck said she would forward the proposal to
modernize the MTCR by rebalancing controls on unmanned aerial
vehicles (UAVs) and cruise missiles to the technical experts
in the German Federal Office of Economics and Export Controls
(BAFA) for evaluation. Reck said she would try to forward
the German response by the requested date of September 5.



2. (C) In a subsequent conversation September 4, Reck
reported that the German Government had no suggestions for
modifying the language of the U.S. proposal.
