Shemanski, for reason s 1.4 (b) and (d). ¶1. (C) Global Affairs officers delivered ref A demarche to German MFA Export Control Division Desk Officer Nancy Reck August 15. The demarche is a response to German views on U.S. counterproposals (ref D) to a German proposal (ref H) concerning denial notifications for the Missile Technology Control Regime (MTCR). ¶2. (C) Reck, after noting the U.S. suggestion for Germany to drop a definition of an "essentially identical" transfer from its proposal on denial notifications, said that less diligent MTCR Partners might not consult other Partners on denials if they lacked such a definition. After acknowledging Global Affairs officer's comment that a definition might actually give less diligent Partners an excuse not to consult other Partners if details on a license application, such as the spelling of an end-user, were not an exact match with another Partner's denial, Reck said she would consult other officials in the German Government and revise the draft proposal. The German Government will probably submit its revised draft to select Partners, such as those in the Small Group, for consultation well in advance of the November MTCR Plenary Meeting in Athens. ¶3.
