1. (SBU) Embassy received on October 29 diplomatic note 695 from
the MFA agreeing to the terms of the SOFA as we proposed them in
July via note 07/038. (There are some minor typos but nothing of
substance. A copy of the MFA note has been e-mailed to WHA/CEN,
Rois Beal.) The note makes no reference to the claims paragraph we
proposed in August (note 07/046) in response to MFA concerns about
determination and payment of claims.
2. (SBU) Since the MFA seems now to have accepted our earlier
negotiating position we recommend immediate agreement.
3. (U) We will forward appropriately notarized copies of our notes
and the original note received from MFA to L/T.
