1. (SBU) On March 15, the Ambassador and Russian Ambassador to
Serbia Alexeev delivered reftel joint demarche to FONMIN Draskovic
regarding the Joint Declaration on the principles of a global
initiative for fighting nuclear terrorism. Draskovic told the
Ambassadors he would consult with PM Kostunica and President Tadic,
but he fully expected both leaders to support the initiative. He
also used the meeting to raise again his "one country, two systems"
proposal for Kosovo, to which the Ambassador and Ambassador Alexeev
gave standard replies.
2. (U) In follow-on marks to the press, Draskovic declared Serbia's
strong support for the initiative, and highlighted the joint efforts
by the U.S. and Russia to push the program. The FONMIN pointed out
the ability of the U.S. and Russia to achieve great success when
working together, and pointedly and predictably, noted that such
joint action on the Kosovo issue could produce a compromise solution
acceptable to all.
