(C) On November 21, the Ambassador and Pol/Econ Chief
presented Arab League Secretary-General Amr Moussa, who is in
Beirut working on the Lebanese presidential election issue,
with reftel invitation to the Annapolis conference. The
Ambassador, in accordance with NEA Assistant Secretary David
Welch's request, emphasized the section of the invitation
referencing the Arab League Peace Initiative. Moussa
responded, "Please tell Assistant Secretary Welch I listened
attentively." He offered no further comment regarding the
invitation. Ambassador suggested that Moussa follow up with
Ambassador Ricciardone after his return to Cairo the evening
of November 21.
