¶1. (C) Poloff delivered reftel message concerning
detained Canadian citizen Huseyincan Celil to Ministry
of Foreign Affairs International Organizations
Department Human Rights officer Xu Jing February 1,
underlining that Chinese authorities should inform
Celil's family of his whereabouts and allow his
relatives and Canadian consular officials access to
him on humanitarian grounds. Poloff urged that Celil
be accorded due process and be granted access to a
lawyer as soon as possible to ensure that his human
rights are respected.
¶2. (C) Xu had no information about the case but
promised to look into it and to share our requests
with senior MFA officials.
