1. (C) MFA Department of Asian Affairs Deputy Director for
Burma Chen Chen delivered the following "unofficial demarche"
to POLOFF December 29:
BEGIN UNOFFICIAL DEMARCHE:
- The Ministry of Foreign Affairs has heard that a "Myanmar
opposition clique" is "considering turmoil" against the
Myanmar Government.
- The Chinese Government believes this would damage the
newly-restored stable situation in Myanmar.
- This turmoil will not benefit efforts by the international
community to properly solve the Myanmar issue and will not
positively advance the situation in Myanmar.
- The Chinese Government hopes the United States can exert
its influence with the Myanmar opposition clique in an
appropriate manner to avoid a possible recurrence of such
turmoil.
END UNOFFICIAL DEMARCHE.
2. (C) Chen emphasized that his message is unofficial. He
said it is unofficial because Assistant Foreign Minister He
Yafei and Undersecretary of State Burns discussed Burma on
the phone 12/28, and this concern was not mentioned at that
time.
