1. (C) China anticipates that the remaining engineers being
provided to Darfur as China's contribution to the Heavy
Support Package will deploy by the end of January, Diao
Junshu, the MFA International Organizations Department UN
Division officer responsible for Sudan, told PolOff December
14. This contradicts a report from the UN that the engineers
will not "arrive" until March 20 (reftel). Diao was unable
to confirm an exact date for the deployment because of
logistics complications, both internal and those involving
coordination with the UN, but assured PolOff that the
deployment is scheduled for late January, not March.
