(S) The Charge delivered Ref B message to VFM Zhang Yesui on
November 13, urging China to investigate the transshipment of
jet vanes from North Korea to Iran on commercially scheduled
flights via Beijing. The CDA provided Zhang with a copy of
Ref B nonpaper, noting that President Bush personally had
raised this matter with President Hu at the APEC Summit. VFM
Zhang promised the CDA that China would investigate any such
shipments and would take appropriate action should China
uncover a violation of its export control laws.
