(C) POLOFF on October 29 conveyed to the MFA ref b points again urging China to support David M. Walker's election to the UN Independent Audit Advisory Committee (IAAC). MFA International Organizations and Conferences Department UN Division Deputy Director Yao Shaojun said China is very sorry to have learned of Walker's candidacy "very late." He said that in "June or July," China had agreed to vote for the Spanish candidate in exchange for Spain's support for a Chinese candidate on another UN body. Yao stressed that China takes seriously the P-5 gentlemen's agreement and had the MFA known that the United States was fielding a candidate, China would not have agreed to support Spain. Randt
