(C) Poloff on October 25 conveyed to MFA International Organizations and Conferences Department of Economic Affairs Division Deputy Director Guo Xuejun reftel points urging China to vote against or abstain on the annual UNGA resolution introduced by Cuba condemning the U.S. economic embargo against Cuba. Guo said the Chinese government would review our points but that China's position on the resolution is well known. In the past, China has always voted in favor of the resolution and spoken in support of Cuba. This year there will be no change. Guo also said that China will not mention Cuba's human rights record in its explanation of vote. Randt
