(C) As instructed reftel, Poloff delivered points on
reduction of Iraqi debt to Shi Hongwei, MFA West Asian and
North African Affairs Department Deputy Director for Iraq.
Shi responded that China is still working with Iraq to draft
a bilateral debt-reduction agreement and details of the
formal signing of the agreement are also under discussion
with the GOI. He said he was not aware that Iraqi debt would
be discussed at the October 20-22 IMF/World Bank annual
meeting and would consider our suggestion that China reaffirm
its commitment to reducing Iraqi debt at that event.
