(S) Poloff conveyed reftel points concerning efforts by Pakistan to acquire missile-related equipment from Chinese firms to MFA Arms Control and Disarmament Department Missile Division Deputy Director Wang Daxue on September 19. ¶2. (S) Wang told Poloff that Beijing's policy on missile exports has been stated clearly on numerous occasions: China will not assist any country in any way to develop missiles to deliver weapons of mass destruction. There will be consequences if Chinese firms violate PRC export control laws. Using false end-user certificates or exporting MTCR-controlled items to any destination without an export license are certain violations. However, items that are not controlled do not require a license and can be exported. This is true even under U.S. law, he claimed.
