1. (S) Poloff conveyed reftel points concerning efforts by
Pakistan to acquire missile-related equipment from Chinese
firms to MFA Arms Control and Disarmament Department Missile
Division Deputy Director Wang Daxue on September 19.
2. (S) Wang told Poloff that Beijing's policy on missile
exports has been stated clearly on numerous occasions: China
will not assist any country in any way to develop missiles to
deliver weapons of mass destruction. There will be
consequences if Chinese firms violate PRC export control
laws. Using false end-user certificates or exporting
MTCR-controlled items to any destination without an export
license are certain violations. However, items that are not
controlled do not require a license and can be exported.
This is true even under U.S. law, he claimed. Wang said he
visited the Heavy Mechanical Complex during a prior posting
in Islamabad. Workmen were using hammers to bash metal at
this "unsophisticated" facility, he stated. Poloff told Wang
that he had just made our point: why would such a facility
need equipment like that described in our information if it
were not operating as a procurement cover? Wang said he took
our point and would ensure our information reached PRC
investigatory agencies.
3. (S) Wang asked if the United States could provide the
names of the firms mentioned in the U.S. information in
Chinese characters or pinyin. This assists Chinese
authorities to locate the firms in China, he said. Poloff
agreed to convey the request to Washington.
