1. (C) Per reftel instructions, POLOFF conveyed U.S. concerns
about new reports that Sinopec plans to sign an agreement to
develop the Yadavaran oil fields in Iran to Xu Wei, Deputy
Director of the MFA West Asian and North African Affairs
Department Iran and Turkey Division on September 18. Xu
replied that he did not have information on new progress
toward a deal. While noting that it is "natural" for China,
as a growing economy, to pursue new sources for its expanding
energy needs, Xu insisted that China cannot accept a nuclear
Iran and will "not sacrifice its international obligations
for its national interests."
2. (C) EconOff delivered reftel points to Li Chao, a Deputy
Office Director at the National Development and Reform
Commission's (NDRC) International Cooperation Department. Li
had no immediate response but said she would communicate the
points to the NDRC's Energy Bureau. Post has requested a
meeting with Sinopec to discuss this issue.
