1. (U) This cable contains an action request (paragraph 4).
2. (C) MFA Inernational Organizations Department United
Naions Division Deputy Director Yao Shaojun expressed to
poloff September 12 China's concern over an Indian proposal
in the UN General Assembly (UNGA) concerning UN Security
Council (UNSC) reform. Yao said the Indian proposal calls
for: 1) an immediate start to new negotiations on UNSC
reform; 2) a deadline for completion of such negotiations;
and 3) the increase of both permanent and non-permanent
members of the UNSC. According to Yao, India is pressing for
a vote at the UN by Monday, September 17.
3. (C) Yao urged the United States to "pay more attention" to
the Indian proposal and to work with China to try to prevent
it from coming to a vote.
4. (U) Action request: Please advise regarding how to
respond to China's request.
