1. (C) Pooff delivered reftel demarche to He Yi of the MA
Nonproliferation and Arms Control Division on August 23,
emphasizing the importance of transparency to the
effectiveness of the UNSCR 1540 Committee's efforts. He Yi
said he would pass the information to his supervisors and to
the Chinese UN mission in New York. He said he "did not
quite understand" why South Africa and Indonesia want to
change the language in the letter and annex.
2. (SBU) In a separate meeting August 23, Polmincouns
stressed to MFA Arms Control and Disarmament Department
Deputy Director General Wu Haitao the importance of getting
the language right in the UNSCR 1540 Committee's letters to
Member States. The United States wants the Committee's work
to be as effective as possible. Wu said the Chinese side is
looking into the issue.
