1. (U) Sensitive but unclassified; please protect accordingly.
2. (SBU) On August 22, China provided an official reply to
ref (a) request for China's support for Ms. Felice Gaer's
candidacy for re-election to the United Nations Committee
Against Torture. China offered to support Ms. Gaer's
candidacy in return for U.S. support for China's candidate to
the UN Committee on the Elimination of Racial Discrimination.
POLOFF later clarified with Ms. Lin Wenhua of the MFA's
Department of International Organizations and Conferences
Human Rights Division that the Chinese candidate is Huang
Yongan. China has previously requested support for Huang's
candidacy in New York and Washington.
3. (SBU) Please advise on how to reply to China's offer.
