1. (C) German Charge d'Affaires Aristide Fenster briefed DCM
Dan Piccuta August 7 on a Chinese "urgent demarche" delivered
to the Germans on Sunday, August 6. He characterized the
demarche as "aggressive" and said it was given in "not a good
atmosphere." The demarche concerned Taiwan and the statement
by the UN legal office, in its rejection of Taiwan's
application for membership, that Taiwan is an "integral part
of China."
2. (C) Fenster said the Chinese complained that a German
"senior New York Representative" had approached the legal
department at the UN concerning Taiwan's status. In fact,
Fenster explained, an intern at the German mission had called
asking for clarification of the legal grounds for the
statement, and no substantive discussion took place. Fenster
stated that the demarche took 65 minutes and was largely
conducted in a "sharp voice," and that he had "rejected it
bluntly," stating the facts and that Germany's Taiwan and One
China policies, which mirror our own, have not changed.
