1. (C) Assistant Foreign Minister He Yafei called the
Ambassador August 4 to deliver an "urgent" demarche regarding
(Taiwan President) Chen Shui-bian's recent letter to the UN
seeking to apply for UN membership under the name "Taiwan."
AFM He complained that a USUN official on August 3 suggested
to the UN Legal Office that the UN Legal Office "was
receiving erroneous advice" in rejecting the Taiwan letter
with reference to UNSC Resolution 2758 (note: the UNSCR that
transferred the UNSC Permanent Member seat from the ROC
Chiang Kai-shek government to the PRC government in 1971).
This issue had come to the attention of the Chinese
leadership, AFM He stated, and the Chinese are upset about
this.
2. (C) The Ambassador replied that the United States
continues to abide by its one China policy and that he would
convey the Chinese concerns to Washington.
