1. (C) China believes the United Nations Stabilization
Mission in Haiti (MINUSTAH) should be extended for only six
more months, that the February extension should be MINUSTAH's
final extension and that the scope of the mission should be
reduced to the size it was when the mission was first
established, MFA Director General for International
Organizations Wu Hailong told the DCM January 16. Even
though China has no diplomatic relations with Haiti, the PRC
supports the stabilization mission, Wu said, emphasizing
China's role in the passage of UNSCR 1542 three years ago.
China has dispatched nearly 130 police officers to Haiti
during the mission and contributes USD10 million annually to
it. Wu made no other remarks.
2. (C) The DCM emphasized the importance of MINUSTAH's
stabilization mission and urged the PRC to provide the
support necessary for the continuation and completion of the
mission. Experts should determine force levels and the
length of the mission based on the needs of the mission and
safety of personnel, not because of political concerns, he
stressed.
