1. (C) Observers from the defense attache corps in Moscow,
including from the United States, will probably be invited to
observe this summer's "Peace Mission 2007" military exercise
conducted by the Shanghai Cooperation Organization (SCO) in
Russia, MFA Director General for Eurasia Chen Guoping told
the DCM May 16. Chen said the exercise would be no larger
than the 2006 Russia-China combined exercise and would retain
a counterterrorism focus.
2. (C) Leaders of all six SCO member states will be invited
to observe the exercise and an agreement has been reached in
principle to invite other interested international observers,
although details remain to be ironed out, Chen said. China's
defense ministry retains the lead role within the Chinese
government on the exercise, although Chen noted that he would
travel to Bishkek May 25 for a SCO meeting on security issues
at which the joint exercise would be discussed.
