1. (C) Executive Vice Foreign Minister Dai Bingguo
will arrive in New Delhi April 20 to conduct the tenth
round of China-India border negotiations, stated MFA
Asia Department officer Xu Liyi. On April 19, Xu told
poloff that EVFM Dai, who also holds the title of
China's Special Representative to the Border
Negotiations, would be meeting with his counterpart
National Security Advisor and Special Representative
to the Border Negotiations MK Narayanan. The talks
are expected to take place April 21 - 22. Indian
Embassy officer Dr. Shilpak Ambule confirmed that EVFM
Dai's trip was for the sole purpose of discussing the
border issue. Both Xu and Ambule said that their
respective governments are optimistic that this round
will make progress in resolving the long standing
border dispute.
