REGER-O'SULLIVAN E-MAIL 04-03-07 ¶B. BEIJING 2135 Classified By: Political Section Internal Unit Chief Susan A. Thornton. Reasons 1.4 (b/d). (C) Post contacted the Ministry of Foreign Affairs Department of International Organizations Human Rights division April 5 to express concern about the reports of heavy fines and other penalties being applied to Rebiya Kadeer's family and their businesses in Urumqi, Xinjiang. We urged the Chinese Government to ensure that the Kadeer family is treated fairly and that due process of law is observed in any related legal proceedings, including the pending case of Kadeer's son Ablikim Abdiriyim (ref B). Xu Jing, an MFA Human Rights officer, said she currently has no information on these issues. She stated that she would share our inquiry with other relevant Government offices and would inform us of any updates. RANDT
