1. (S) China will fulfill its international obligation to
implement fully UN Security Council Resolution 1747, MFA
International Organizations Department Acting Director Sun
Xiaobo told Poloff on March 27 in response to reftel points,
urging China to implement swiftly the sanctions mandated by
UNSCR 1747 and to freeze in particular the assets of Bank
Sepah and Bank Sepah International.


2. (S) Sun said that China has in place a mechanism to
implement the resolution quickly, including ensuring that
instructions reach officials in every Chinese province and
the Hong Kong and Macau Special Administrative Regions. As a
P-5 member, China takes seriously its UN Security Council
responsibilities, he assured. Poloff stressed that China
should be particularly vigilant to prevent Bank Sepah and
other named Iranian entities from evading sanctions by
transferring assets to other institutions.
