Econoff delivered letter and report in reftel via fax to the office of Thai Director General of the Department of Civil Aviation (DCA) Chaisak Angkasuwan on November 28 and letter, report and talking points from reftel in person to Thai MFA North America Division Director Kanchana Patarachoke on November 30. Econoff is scheduled to meet with DG Chaisak upon his return from travel on December 4 to deliver the talking points. Kanchana told Econoff that the MFA has spoken to the DCA about this matter and that the DCA said they are in touch with the FAA and have scheduled an FAA consultation for January 28, 2008. ¶2. Weena Nusdin, Aviation Safety Inspector in the Flight Standards Bureau of the DCA sent the following message to the MFA regarding the status of actions taken following the FAA re-assessment in July. Begin text of message: -Department of Civil Aviation (DCA) has compared differences between Federal Aviation Administration (FAA) Model Regulations (International Civil Aviation Organisation (ICAO) Model Regulations),ICAO Standards and Recommended Practices (SARPs) and Thai regulations to check whether additional regulations are required. At the moment, 90 percent of the regulations have been reviewed. New required regulations were drafted and sent to the DCA Legal Department for consideration. It is expected that the Legal Department will finish its consideration within mid-December 2007. And, the draft regulations should be ready to be issued within the end of December 2007. -The Flight Operations Inspection Division is in between reviewing the Flight Operations Inspector Manual. It is expected to be ready before the final FAA consultation. -DCA Flight Operations Inspection experts have been sent for recurrent trainings as recommended by FAA. -The AOC documentation process has been improved to include a checklist which assists in checking whether all required documents are completed and systematically retained. -Lockable doors have been installed to secure DCA storage areas for paper copies of airman records.
