1. (C) On September 26, subsequent to the conversation in
reftel, MFA Permanent Secretary Virasakdi Futrakul called the
Ambassador. He said he had heard from the Thai Ambassador in
Rangoon that the commander of Rangoon-based military forces
had said that he would not "fire upon the people." The Thai
see this as a bad omen, recalling that in 1988, following a
similar stance by a high-ranking official in the Burmese
security forces, troops from other locations were sent into
the capital for the infamous crackdown. (Reftel reported
Virasakdi's understanding that the 77th Division of the
Burmese Army had been moved into or closer to Rangoon.)
