1. On July 13, RefCoord delivered reftel USG position on the
IOM Director General position to Phantipha Iamsudha,
Counselor in the MFA Department of International
Organizations, RefCoord left a non-paper on U.S. candidate
Ambassador Swing and urged RTG support for him. RefCoord
delivered orally the points about current IOM chief Brunson
McKinley.
2. Ms. Iamsudha responded that the RTG had not yet made a
decision on whom to support and would wait until it had a
chance to evaluate the qualifications of all the candidates.
She said that the RTG's usual position was that two terms was
the appropriate length of service for UN agencies and
international organizations.
