Reftel A demarche was discussed as part of a larger demarche
on UNGA Third Committee issues (ref. B) with Moussa Diakite,
Secretary General of the Malian Ministry of Foreign Affairs,
SIPDIS
on October 25,. Mr. Diakite took note of the talking points
and said he would raise the issue with Foreign Minister
Moctar Ouane before transmitting our message to Mali's
Mission to the UN. The Ambassador will meet on Monday with
the Foreign Minister to reinforce the U.S. position on this
issue and seek Mali's support.
