(U) We delivered reftel demarche soliciting the GOAJ's
participation in the May 31-June 1 OSCE Public-Private
Partnership Conference on counterterrorism to MFA First
Territorial Department Chief Rahman Mustafayev on May 15. We
shared the agenda and background on the conference with
Mustafayev. Mustafayev accepted the materials, and said he
would take the invitation under consideration.
