DERSE PER 1.4(B,D) ¶1. (C) On March 28, the Ambassador delivered reftel demarche to Foreign Minister Mammadyarov and left the talking points and resolution as a nonpaper. The Ambassador highlighted the P5 1 Foreign Ministers' statement and Solana's effort to engage Larijani in the near term. Mammadyarov said that he was aware of UNSCR 1747, and that he had requested a briefing on developments -- particularly the Iranian Government's seizure of British sailors -- from Azerbaijan's Ambassador to Iran. The Ambassador and the Foreign Minister agreed that they will further discuss these developments once Mammadyarov has been briefed. Mammadyarov recalled that he had pointed out some months ago that if international pressure increased over Iran's nuclear program, Iran would engage in some "diversionary" activities, in places such as the Persian Gulf, Syria, Lebanon, or Azerbaijan.
