(C) We delivered reftel demarche on the UNGA Fourth Committee
vote on November 7 to MFA UNGA desk officer Jalla Ibrahimova.
Ibrahimova pledged to convey the request to Deputy Foreign
Ministe Araz Azimov, who oversees Azerbaijan's voting record
at UNGA. Azerbaijani officials tell us that they regularly
swap votes in exchange for support on issues related to the
Nagorno Karabakh (NK) conflict. Over the last 18 months,
Azerbaijan has waged an active campaign to solidify OIC
support for its position on the NK conflict; for this reason,
we expect Azerbaijan to continue to side with the OIC on the
anti-Israel resolutions in the UNGA plenary.
